ABOLISHING INSTITUTIONS
OF REPRESSION

When the Federal Bureau of Investigation was founded, there was concern that America would have a national police force at all. In the wake of 9/11, the Department of Homeland Security was founded to heighten federal police scrutiny of the American people in the absence of probable cause of any criminal wrongdoing being found. The creation of this agency is a harbinger of totalitarian repression of the American people. Accordingly, the Department of Homeland Security should be abolished and its duties taken on by the FBI.

ACHIEVING ENERGY INDEPENDENCE BY 2020

In 1977. President Carter challenged America to become energy independent. Nearly 40 years later, we are not and this has caused us to wage resource wars in the Middle East. Yet there is enough wind and solar energy potential in Texas and New Mexico to meet our commercial power needs and enough solar roads energy potential nationally to meet our residential power needs. We should make a great national effort to meet our country's power needs via a bold new program of wind and solar energy development and at last achieve energy independence.

ACHIEVING THE GREENING
OF AMERICA

The greening of America is within our grasp - but it will require Presidential leadership. The President should sponsor a new generation of environmental laws making America more green and sustainable. These laws should include a ban on fracking; require that all large buildings have solar panels on their roofs; mandate that all new real estate development projects provide for land reclamation, in-fill, community gardens, mixed uses, and walkable streets; and require that all internal combustion engines in planes, trains. buses, trucks, and cars receive scalar emissions reduction technology.

ACHIEVING TELEPORTATION
BASED TRANSPORT

When American presidents launch bold, new development programs, great things happen. We saw this in Lincoln's founding of the land grant colleges, Theodore Roosevelt's creation of the national parks, Eisenhower's sponsorship of the federal highways, and Kennedy's lunar landing, which gave birth to American agriculture, conservation, travel industry, and space program, respectively. We should do this again by declassifying the teleportation technology pioneered by Project Pegasus and setting as our national goal establishing global, public teleportation.    top - - ^

ADMITTING HOW TIME TRAVEL
AFFECTED THE PRESIDENCY

The Time-Space Age began in 1970, when DARPA's Project Pegasus modified the Tesla teleprinter so as to send the teleportee to a destination in the past or future. At the time, the bias in government was against "playing God" and quantum engineering the future based on prior knowledge of it. However, one exception to this doctrine was made when it was decided that future Presidents should be told of their presidencies. The President should ask Presidents Bush, Clinton, Bush, and Obama to tell the truth to the American people and admit that they were given foreknowledge of their presidencies.

ALLOCATING THE DEFENSE BUDGET TO CIVILIAN NEEDS

Fully 59% of the US budget is going to "defense." Yet on any given day, 20% of the American people cope with hunger. The President should ask the Secretary of Defense to study the fitness of the American people and ask whether our national security would be better advanced by allocating part of the US defense budget to making certain internal improvements. These would include for example, guaranteeing that all Americans are adequately fed and sheltered to make them fit citizen soldiers should their services be needed either upon being drafted into the military in time of war or to repel a foreign invasion.

APPOINTING A NEW 9/11 COMMISSION

The attacks of September 1I, 2001 were among the most traumatic events in the history of America. Yet profound doubts remain about who actually perpetrated the attacks. There is evidence that it was Saudi Arabia with the complicity of the Bush Administration itself as a pretext for waging war against Iraq and Afghanistan, which devastated those countries and cost the United States $2 trillion. The President should appoint a new 9/11 commission and release the 28 pages classified by the original 9/11 commission, entitled "Potential Sources of Foreign Support for the September 11th Hijackers."

ARMING THE PUBLIC TO PROTECT ITSELF

A mass shooting now takes place every day in America. In many of these shootings, dozens of people, including young people on college campuses, just starting out in life, are killed or wounded before police have any chance of responding. We live with the illusion of police protection of the public. Since the right to live is paramount to and guarantees the exercise of all other rights, and the shooters always have histories of criminal violence or mental illness, the President should sponsor gun control that promotes gun ownership by law-abiding and sane adults but denies it to the violent and insane.

BANNING ASPARTAME AS A TOXIC SUBSTANCE

The President should remove the toxic chemical aspartame from our food. This poison has brought more complaints to the FDA than any other additive. Aspartame precipitates diabetes, keeps blood sugar out of control, destroys the optic nerve, can cause diabetics to go into convulsions, and interacts negatively with insulin. In the human bloodstream, aspartame breaks down into methyl alcohol, formaldehyde, formic acid, and a long list of other toxins, including diketopiperazine, a brain tumor agent. Aspartame never should have been approved by the FDA and should now be banned by it.

BANNING FLUORIDE FROM
THE US WATER SUPPLY

Since the 1950's, fluoride has been placed in most US drinking water, despite the fact that the evidence against ingesting fluoride is quite strong. Fluoride is considered a hazardous waste by the EPA. It is the active ingredient in Prozac and rat poison. The Nazis used it to sedate prisoners in the concentration camps. Its effects include calcifying the pineal gland, thereby blocking the "third eye," which is believed to be the source of human intuition. We should ban fluoride from our public water supplies to prevent the negative public health effects of this established toxin.    top - - ^

BANNING FRACKING AS
ENVIRONMENTALLY UNSOUND

"Fracking"-or hydraulic fracturing -is the process of drilling down into the Earth and putting a high-pressure water mixture into the rock to release the gas inside. Water, sand and chemicals are injected into the rock at high pressure, which allows the gas to flow out to the head of the well. The President should ban fracking because it is harmful to the climate; is not part of the transition to solar, wind, and other alternative energy sources; consumes vast amounts of water; contaminates land, air, and water; causes earthquakes; puts arsenic into groundwater tables; and doesn't benefit the people.

BOYCOTTING NATIONS TO END BARBARIC ACTS

One of the most effective public policy tools available to a major power like America - and one that we are not using - is the economic boycott. Countries will change their behavior in a specific area to avoid being hit in the pocketbook. The US government should use the global economic boycott more readily to end bad conduct by specific countries. Example: If faced with a boycott of its car sales around the world or even just its car sales in America, Japan would likely end its barbaric and inhumane practice of killing dolphins despite their high level of evolutionary development.

COLD FUSION AS THE NEW SOURCE OF AFFORDABLE, CLEAN, GREEN ENERGY

Undoubtedly, if America were to find a single, new energy source, then the best possibility would be cold fusion. Cold fusion energy production is based on "condensed matter nuclear science" [CMNS], also called "low energy nuclear reactions" [LENR]. In 1989, Pons and Fleischmann first achieved this phenomenon. Now the world is preparing for its integration into society. Humanity is at a crossroads whereby this form of energy production is on the brink of commercialization. America should lead the world in cold fusion research and development in its search for affordable, clean, green energy.

CREATING A GUEST WORKER
PROGRAM WITH MEXICO

The American people have a special relationship with the people of Mexico. Not only do we share a 1,500-mile border, but Mexicans have been contributing to what America has become socially and economically since rail lines were built into Northern Mexico in the 1880's, beginning the pattern of "migrate. work, and return." If any people has a claim to migrate to America. it is Mexicans. The President should effectively seal the southern border from illegal entry. but also begin a new guest worker program in which Mexicans would continue to come to America and contribute to our nation.

CREATING AN
INTERNET COURT

In the last 20 years, the Internet has become the principal forum of American society. It needs, however, to be governed. The Internet is both a domain of lawlessness, where defamation and copyright infringement are commonplace and, as the Edward Snowden case has shown, a domain of covert surveillance of citizens by the US government, where warrantless searches and privacy invasion abound. We should create a federal Internet court that will be the body that resolves online disputes and grants or denies warrants to perform Internet surveillance.    top - - ^

DECLARING AN
ACADEMIC DEBT JUBILEE

The national debt will be $19.3 trillion by 2017. Half of this debt is student loan debt. Student loan debt is unjust, because, unlike commercial debt, the benefit of getting an education cannot be entirely internalized by the debtor. Society-at-large benefits when a citizen is educated, and unlike business debt, an academic debtor cannot declare bankruptcy on his or her academic debt. The President should declare an academic debt jubilee and forgive all existing academic debt. This will stimulate the economy by making this money available to exchange for goods and services in American society.

DEFENDING WATER AS A HUMAN
RIGHT AND PUBLIC GOOD

Water is fundamental to human life. After three days without water, we perish. In light of this fact, the access to water as a fundamental form of life support, like air, should be a fundamental right. There are powerful corporations in the world today, including Nestle, which are seeking to acquire and monopolize America's public drinking water supplies. The President should ask Congress to make the privatization of water illegal and forever enshrine the doctrine that drinking water is a public usufruct that should be provided to the public by public utilities in the public interest and not for private gain.    top - - ^

DEFINING "NATURAL BORN"
CITIZENSHIP

The controversy surrounding the places of birth of presidential candidates Barack Obama in 2008 and 2012 and Ted Cruz in 2016 revealed that an actual controversy exists as to what the Framers meant by "natural born" citizen in Article 2, Section I, Clause 5 of the Constitution. The language "natural born" citizen was taken from Vattel's The Law of Natiom (1756) and meant "born in the country, of parents who were themselves citizens." Over time, US courts have diminished the Vattel standard by requiring simply birth in the country. Clarification is needed pertaining to this test of presidential eligibility.

DEVELOPING AN ET CONTACT POLICY

According to a space physics textbook used at the US Air Force Academy in the 1970's, 57 extraterrestrial species are visiting our planet. Four ET species - the Small Greys, the Tall Greys, the Reptilians, and the Nordics - are known to be visiting our planet frequently. We need to not only achieve transparency about the ET situation, but also to develop an ET contact policy that is subtle. nuanced, and recognizes that the ET species that can reach us across interstellar space might include those that are benevolent, neutral. and hostile to our interests as Earthlings.

TIME TRAVEL TECHNOLOGIES

DARPA's Project Pegasus developed eight modalities of time travel by 1970, only to keep this great technical feat of our nation - the advent of time travel -secret from the American people. Teleportation was kept secret as a weapon that would allow battlefronts to be stormed without casualties. Chronovision was kept secret as an intelligence-gathering device that would allow for surveillance of past and future events. DISCLOSING THE ATOMIC BOMB­
ET CONNECTION

The explosion of atomic bombs represents a kind of cosmic folly. When an atomic bomb is exploded, the physical substrates of the Cosmos are destroyed, creating a tear in the fabric of time-space. From the perspective of ET civilizations, nothing could be worse for a planetary civilization to undertake. The President should disclose the fact that it was the advent of atomic explosions that caused the increase in visits to Earth by ETs after World War II, and that this has been known since 1947, when ET craft were seen reconnoitering our atomic installations in Washington State, New Mexico, and Tennessee.

DISCLOSING SECRET
ADVANCED TECHNOLOGIES

For 70 years, the US government has been concealing advanced technologies because they might be socially, economically, or technically disruptive in nature. These technologies include the teleportation technology developed by DARPA's Project Pegasus. They may also include cancer cures. The government should begin a program to declassify and deploy this knowledge. The standard of technical disclosure should be what provides the people the "best available technology." This will enable the United States to reclaim its mantle as the world's catalyst of applied science.

DISCLOSING SECRET SPACE PROJECTS
AND OFF-PLANET TREATIES

In its enabling legislation of 1958, NASA was given as its primary mission "fostering the expansion of human knowledge of space and the near Earth environment." Yet NASA has failed to implement that legislative mandate. Simultaneously, a secret space program has emerged not under NASA but the CIA. The President should sponsor a generalized end to the truth embargo surrounding all US activities in space. He should order NASA, the CIA, and other space agencies to release all of the data that they have pertaining to secret space projects and declassify all treaties made with off planet civilizations.

DISCLOSING THE SECRET US PRESENCE ON MARS

Mars has been visited by US personnel for more than 50 years. Yet America's presence on Mars remains shrouded in official secrecy. The next president should appoint a special prosecutor to call Edwin Aldrin, Barack Obama, Regina Dugan, Richard Cheney and other Mars insiders to testify under oath about the CIA's Mars jump room program, the Mars colony corporation, and related matters. Simultaneously, the President should seek a UN treaty protecting Mars' fragile ecology and civilization from visitation, exploration, habitation, and colonization by Earthlings.    top - - ^

DISCLOSING THE TRUTH ABOUT
NASAS LUNAR PROGRAM

It was a great thing when, in 1961, President Kennedy set as our national space goal landing a man on the Moon and returning him safely to the Earth. But the lunar program remains shrouded in a mystery that it should not possess. The President should answer basic questions that Americans have about NASA's lunar program. These questions include: Did we land men on the Moon or were the lunar landings hoaxed and, if so, why? Did extraterrestrials observe the lunar landing of July 20, 1969? Did the astronauts find artifacts on the Moon? Why, after going to the Moon, did we not return to it?

ENACTING A MORATORIUM
ON IMMIGRATION

As President Kennedy wrote, America is a nation of immigrants. Two major waves of immigration have made America what it is today -the wave from 1880 to 1924 and the wave since 1965. Fully one-half of all Americans can trace three grandparents through Ellis Island and the wave since 1965 has added 70 million Hispanics to the American nation. Rampant immigration has brought with it instability in the employment, medical, education, and transport sectors of American society. Now is the time to stabilize the country by enacting a temporary moratorium on immigration from all countries.

ENDING CHEMTRAIL SPRAYING BY THE US

The chemtrail program was the brainchild of Dr. Edward Teller. Teller advised that if we sprayed aluminum and barium oxides in the upper atmosphere, this would enhance the "albedo effect," the reflectance of solar radiation back into space from clouds, snow, and sand. This, he hoped, would stem global warming, which by stopping the Gulf Stream may threaten us with a new Ice Age. The chemtrails, however, have led to widespread respiratory distress. The President should end chemtrail spraying by US agencies by Executive Order and pursue technical innovation to end global warming.

ENDING THE CORRUPTION
OF CONGRESS

The United States Congress is corrupt, but, happily, there is much that can be done to end its corruption. We can ban lobbying. We can ban PACs. We can impose term limits on members of Congress. so that we are led by statesmen rather than career politicians. We can demand that the FBI investigate and the DOJ prosecute insider trading by members of Congress, which has become a form of passive bribery of congressmen. In light of Congress' unwillingness to police itself, the President should propose these measures in a plebiscite even if it prompts a Supreme Court challenge.

ENDING THE EMERGENCE
OF THE POLICE STATE

America was conceived in liberty but is fast becoming a police state. We should end the rising tide of fascism in America. The Second Amendment should be upheld. The Patriot Act, the Freedom Act, and the National Defense Authorization Act should be repealed. The Posse Comitatus Act should be reinstated. The federalization and militarization of state and local police forces should be reversed. State and local police forces should be required by federal law to surrender their "weapons of war" to their nearest local US Army arsenal. The FEMA camps should be closed permanently.    top - - ^

ENDING THE EPIDEMIC OF
POLICE VIOLENCE

There is an epidemic of police violence in America. We should end police violence through federal prosecution of state and local police officers that commit crimes involving the excessive use of force. Police should be hired and fired according to criteria drafted by the federal government. Officers involved in police violence should face federal imprisonment and loss of their pensions. Police unions that fight to retain bad cops and local prosecutors that charge innocent victims of police violence with crimes to curtail their civil remedies should face prosecution under RICO.

ENDING THE FED AND
RECAPITALIZING THE ECONOMY

The Constitution gives the US government the authority to issue our nation's money. In 1913, however, a private banking cartel, the Federal Reserve System, usurped this authority without Congressional approval. The net result has been that ever since, our money has been loaned into existence by the Fed rather than printed into existence by the Treasury. Consequently, the federal government has acquired trillions of dollars of debt. We must end the Fed, dispense with the printing of Federal Reserve Notes, and begin the printing of United States Notes.

ENDING FOREIGN AID TO ALL COUNTRIES

Foreign aid is a scam in which poor people in rich countries give money to rich people in poor countries. In 2013, the US gave $23 billion in humanitarian assistance and $14 billion in military assistance. In 2014, the US gave $I billion in foreign aid to Somalia, despite the fact that its pirates regularly attack our ships; $700 million to China, despite the fact we have a $1.6 trillion trade deficit with China; and $118 million to North Korea, despite its threat to destroy us. We should end foreign aid. Moral individuals, families, and countries take care of their own first.

ENDING HOMELESSNESS
IN AMERICA

In January 2015, 564,708 Americans were homeless on a given night. Of that number, 206,286 were people in families and 358,422 were individuals. About 15 percent of the homeless population, some 83,170, are considered "chronically homeless." We can and should end homelessness in America by adopting Utah's approach of. first, giving the homeless immediate shelter in modest apartments and houses and then second, where drug and alcohol addiction, mental health, and unemployment are the cause of their homelessness, intervening to help them with their personal problems.    top - - ^

ENDING HUNGER
IN AMERICA

America grows enough food to feed the entire world. Yet one in six people in America faces hunger. The USDA defines "food insecurity" as "the lack of access, at times, to enough food for all household members." In 2011, fully 20.6% of US households with children and 12.2% of US households without children experienced "food insecurity." We should end hunger in America by establishing a national network of food banks that would receive food that grocery stores and restaurants would be legally compelled, under the French model, to donate to the food bank rather than discard.

ENDING THE PREDATORY
PRACTICES OF BANKS

During the Crisis of 2008, the American people bailed out- and saved -America's biggest banks. The "too-big-to-fail" financial institutions received $700 billion from the US taxpayer and $16 trillion in virtually zero interest loans from the Federal Reserve. The bailout was a success. We avoided the bank closures of the Great Depression. Three of the four largest banks are 80% bigger today than before we bailed them out. To protect everyday Americans. the banks must now be prohibited from charging exorbitant fees for overdrafts and other predatory practices.

ENFORCING EQUAL RIGHTS FOR WOMEN

Despite the perception that women in America have achieved equality with men, the primary goals of the equal rights movement remain unachieved. Women continue to face less-than-equal pay for equal work, discrimination in the work force and marketplace. and the glass ceiling professionally. In 2010, only 5% of new jobs in corporate America went to women. We should pass legislation imposing fines on employers that pay women less than men for the same work and requiring that 50% of new hires by companies with more than 25 employees be women, if possible and if appropriate.

ENSURING HEALTH CARE
INSURANCE FOR ALL

We must recognize that the right to health care is a human right. The best way to achieve health care for all will be through a comprehensive, single-payer, Canadian-styled program of universal coverage. Such a health care system is supported by two-thirds of the American people. This is the health care system that the Congressional Budget Office determined would be "most effective." It is the health care system best adapted to address the prevailing problem of the uninsured. By comparison, Obamacare and "managed competition" hold far less potential.    top - - ^

ESTABLISHING A FEDERAL
LAND USE PLANNING REGIME

America has no federal land use planning regime. Its land use planning is performed at the state and local levels, where planning has been "captured" by the development community, so that commercial considerations triumph over civic, cultural, historical, and environmental ones. The result is that cities sometimes implement "planning disasters" over more sensible planning options. The Department of Housing and Urban Development [HUD] should begin crafting "structure and local plans" for America's cities based on the British land use planning model.

ESTABLISHING THE FIVE GIVENS
AS BASIC HUMAN RIGHTS

A set of modem trends has made possible, for the first time inhuman history, universal economic success. These trends include the capacity of the modern economy to create permanent surpluses, the potential of the bank withdrawal tax to create permanent public tax revenues, and the propensity of modern technology to eliminate jobs and not replace them. In such a situation, the only democratic alternative is to create a political economy in which a minimum standard of life support is provided to all citizens, the Five Givens: the basic right to food, shelter, health care, education, and employment.

ESTABLISHING A FREE, FEDERAL
WIRELESS NETWORK

During the past 20 years, the Internet has become the central communications technology of American society, one that operates around the clock, throughout the country. Yet the nation still lacks a wireless network that provides universal, 24-hour coverage, unlimited by region of the country. In their Internet access, Americans are still vulnerable to the vagaries of their Internet service providers. The next Administration should establish a free, national wireless network - one that works anywhere, at any time - but that is free from eavesdropping by the NSA.

ESTABLISHING A TRUTH PROCESS IN GOVERNMENT

The lesson of Watergate, the Iran-Contra scandal, and the cover-up of cancer deaths by the tobacco industry is that the corrective functions of the US government have tended to rely on the brave acts of joumalists, members of Congress, and whistle blowers. Beyond that, the government possesses no institutionalized Truth process. It should, for as Justice Brandeis stated, "Sunlight is said to be the best of disinfectants." The President should establish a Senate Truth Commission to allow former Executive Branch, intelligence, and military personnel to reveal secret information with immunity from prosecution.    top - - ^

EXEMPLIFYING IN THE PRESIDENT
COMPASSIONATE ACTION

Gov. Michael Dukakis once stated that the idea of community was planted in the New World by the first Governor of Massachusetts, John Winthrop, who said: "We must love one another with a pure heart, fervently. We must delight in each other, make each other's condition our own, rejoice together, mourn together, and suffer together... We must be knit together as one." In a country in which, as General Colin Powel l has observed, the average American hates every other American, the President should be the leading example of what Dannion Brinkley has described as "compassion-in-action."

EXTENDING THE BILL OF RIGHTS TO FOREIGNERS

The Declaration of Independence, the foundational document of the United States as a country, states that human beings "are endowed by their Creator with certain unalienable rights" and that among these are "life, liberty, and the pursuit of happiness." Yet when practicing things like rendition, arbitrary arrest, and indefinite detention upon foreigners, denying the protections of the Bill of Rights to them, the United States transgresses the humanity of foreigners and shows a profound hypocrisy. Instead, America should extend the Bill of Rights to foreign citizens within the United States.

FINDING A NEW ENERGY SOURCE

The world is dependent on petroleum, yet world oil production peaked in 2005. If a new energy source is not found, civilization may begin to unravel in a crisis of energy underproduction and undersupply. The Department of Energy should be tasked with the responsibility to evaluate all known new energy technologies with a view to developing a new energy source that is free, unlimited in supply, and environmentally sound. Then, after discovering this new energy source, the US should provide it to the world to liberate humanity from the need to produce energy.    top - - ^

FORTIFYING OUR
SPACE-BASED DEFENSES

Space is the destiny of the human race. Our presence in space may also be necessary to achieve the survival of our civilization. In his book The Mars Mystery, Graham Hancock describes how Mars and Earth were hit by space debris 11,500 years ago. Mars was fractured and shaped into a sphere more oblate than Earth. On Earth, the great maritime civilization that built the Great Pyramid and the Sphinx was devastated. This debris may return. The President should restore America's spaceflight capability and do so in a way that is more versatile and cost effective than the Space Shuttle program.

FORTIFYING THE ST LAWRENCE
SEAWAY FROM TERROR

If you think that the US government is competent and is protecting your life from being lost in an atomic explosion on American soil, think again. Presently, only three US vessels protect the entire, 2,000-mile St. Lawrence Seaway from infiltration by foreign vessels. The Northeastern flank of America is being left wide open for terrorists to slip in and move an atomic bomb to the heart of New York City and detonate it. This despite an annual budget for the Department of Homeland Security of $55 billion. The next President should fortify our coastal defenses from infiltration by terrorists.

FOSTERING AMERICAN-RUSSIAN
RELATIONS

The Cold War is over. The Soviet Union no longer exists and Russia has embraced democracy and capitalism. Russia was America's ally during the Revolutionary War, the Civil War, World War 1, and World War II. Rather than fight proxy wars against Russia, America should pursue constructive engagement with Russia. Russia should be offered membership in NATO in exchange for assistance in the social and economic development of the non-Russian republics. Together, America and Russia can promote world peace through economic interdependence.

FOSTERING NUTRITIONAL REFORM TO STEM DIABESITY

The greatest public health threat in America is "diabesity" - the connection between diabetes, obesity. and heart disease. We must address it through legislation that would end the sugar subsidy, ban high-fructose corn syrup, target the glycemic content of foods, require glycemic index labeling on all groceries, and mandate low-glycemic food choices at fast food restaurants. The majority of adults in America are obese and only one in two American adults with Type II diabetes is being detected. If we don't do this, then "diabesity" will undermine our nation.

FUNDING A GUARANTEED
INCOME FOR ALL

Technical innovation eliminates jobs and does not replace them. For example, every time a computer is added to a workplace, a job is retained and a job is lost. The result is a permanent underclass of the unemployed and underemployed. The solution to technical nemesis is a guaranteed minimum income that would be paid to all adult citizens, regardless of their employment status. The key to adoption of such a social safety net is a tax that does not soak the rich but that gathers tax revenue in an innovative way from the net cash flows of society.    top - - ^

HONORING EDWARD SNOWDEN
AS A NATIONAL HERO

Sometimes, a citizen must violate the law to uphold lawfulness. Such is the case of Edward Snowden, the CIA programmer who violated his secrecy oath by revealing to the American people that the US government was involved in pervasive surveillance of the private electronic communications of the American people. His response was to blow the whistle on this illegal regime of domestic spying and then depart on a global odyssey that sent him into exile in Russia. Edward Snowden is an American hero. The President should pardon Snowden and give him the Presidential Medal of Freedom.

HONORING THE FIRST NATIONS OF AMERICA

The First Nations were the original inhabitants of the North American continent. It was the original sin of the European peoples who founded America to genocide the First Nations, take their land, and force them onto reservations. Today, poverty prevails on the reservations. Congress should allocate $100 billion to improve income, education, housing, and health care conditions on the reservations. America should do this out of gratitude to the First Nations that settled the American continent and in atonement for the Native American holocaust.

IMPOSING A MORATORIUM
ON NUCLEAR POWER

Nuclear power is ultra-hazardous. If there were an "electro-magnetic pulse" [EMP] event or some other event in which the world's electrical supply were halted, the thousands of nuclear power plants around the world would have, on average, just 3Y weeks of diesel fuel to power their cooling systems. After that, a global catastrophe would result. Imagine several thousand Fukushima disasters happening simultaneously. The US should sponsor an international moratorium on nuclear power until this inadequacy of the modem nuclear plant is resolved.

INTRODUCING NET NEUTRALITY
LEGISLATION

The Internet has become the information superhighway of American civilization. It has also become the online destination superstore of the American consumer. In order to function optimally, the Internet must operate in a way that is fair and free to all. The President should sponsor Internet neutrality legislation, in support of the principle that Internet service providers and governments should treat all data on the Internet equally, not discriminating or charging differentially by user, content, site, platform, application, type of attached equipment. or mode of communication.    top - - ^

INVESTIGATING THE COMPUTER
AND SOFTWARE FIELDS

The President should ask the Office of Technology Assessment to investigate technical decline in the computer and software fields. For example, why Microsoft, after perfecting Word in its 2003 version, substituted it with a far inferior version in Word 2007, and why Toshiba has introduced PCs with faulty basic functions, like copy-paste that has copy functions that collapse while paste is being attempted. Is there a plot to make computer use in the US slower, less functional, more cumbersome, less efficient, more time-consuming, less productive, and more aggravating? That is what we have seen!

INVESTING IN SMART FILTER
TECHNOLOGY

In an age of terrorism, we need the TSA to protect the flying public. The TSA screening process, however, has been fraught with abuse. Widespread searches are being performed without probable cause. Full-body scans are being performed. Racial profiling is being done on the basis of things like surname. Smart filter technology exists that would permit TSA to breathalyze arriving passengers to determine whether they are telling the truth about relevant subjects like what country they have just been in. The President should fund smart filter technology to streamline the TSA screening process.

LEADING A GLOBAL
ABOLITION MOVEMENT

There are 27 million slaves in the world today. This number of slaves exceeds the number of slaves that ever existed in America before the Emancipation Proclamation of 1863. The United States fought a violent Civil Warm end slavery. We should fight to defend human freedom and end slavery today. The President should lead a new Abolition Movement to free the world's millions of slaves. This should be done even if $27 billion must be contributed by the world's wealthy nations to buy the employment contracts under which workers have been enslaved.

LEGALIZING CANNABIS AND HEMP
FOR MEDICINE AND FIBER

Cannabis is a miracle herb that can cure numerous maladies. Hemp is a miracle fiber that has many industrial uses. The President should decriminalize marijuana in all of its uses. It is a sacrilege that more than 25,000 American citizens are imprisoned in cages like animals for consuming or marketing the natural, God-given herb, cannabis, that the father of our country, President George Washington, regularly smoked. Enough is enough! Marijuana should be decriminalized and the President should sponsor a national marijuana initiative to take advantage of the medical and industrial uses of this herb.

MAKING AMERICAN CORPORATIONS
MORE DEMOCRATIC

The transnational corporations have taken the American people for a ride. The President should sponsor sweeping legislation to democratize corporations. Its features should include such things as making Employee Stock Ownership Plans [ESOPs] mandatory for companies with more than 100 employees; denying access to the American market to companies that have moved their headquarters overseas to avoid paying taxes here; opposing mergers between megacorporations on the grounds they are anti-competitive and monopolistic; and breaking up corporate leviathans like Monsanto.    top - - ^

MAKING DETROIT A CENTER OF ELECTRIC CAR MAKING

Detroit was once the center of American automobile manufacturing. Today, it is a vast wasteland. The President should launch a project to rebuild Detroit economically, socially, and environmentally by making it the revived center of American electric car production, which would be subsidized by taking the entire US federal automobile fleet electric. Project Detroit will begin the process of making America a manufacturing power once again. In so doing, we will remind the world and ourselves that America is a can-do nation that leaves no person, city, or region behind in our quest for prosperity.

MAKING THE FIVE INHABITED
US TERRITORIES STATES

"No taxation without representation" was one of the watchwords of the American Revolution. Amazingly, this foundational principle in the history of American democracy is violated as regards the five inhabited US territories Puerto Rico, Guam, Northern Marianas, United States Virgin Islands, and American Samoa. These territories are taxed by the United States but have no representation in the US Congress. The President should end this profound historical injustice by asking Congress to grant Puerto Rico, Guam, Northern Marianas, United States Virgin Islands, and American Samoa statehood.

MAKING OUR NATIONAL PARKS
SAFE TO VISIT

The groundbreaking work of David Paulides has established a disturbing pattern of unexplained disappearances of thousands of visitors to America's national parks and forests and BLM lands. Yet there is no database of those who have gone missing on federally managed lands. We should create a national, publicly accessible database of such persons to make the government account for all missing persons and the circumstances under which they went missing on public lands and inform the public of the facts surrounding missing person cases on public lands.

OPPOSING THE
TRANSHUMANIST AGENDA

Human life is sacred. It should not be enslaved, sullied, or suppressed by any of the technologies associated with the transhumanist agenda, including artificial intelligence [AI], cloning, genetic engineering, microchipping, robotics, and surveillance. America should lead the world in fostering humane precepts that manage the transition to a more technically advanced society without debasing the sanctity, dignity, and individuality of humans. These should include laws protecting the human rights of clones and banning the microchipping of human beings.    top - - ^

The mainstream media is incompetent in its reporting about the President and true history in general. Yet in the last five years of the Obama presidency, not a single member of the mainstream media sought to interview any of us who had served in the Mars jump room program about Obama's involvement. True history was lost. As President, I will work through the alternative media to communicate with the American people.

PASSING REVOLUTIONARY
TAX REFORM

The conservative love of laissez-faire and the liberal love of tax-and-spend has Congress gridlocked. We can end this paralysis of government by introducing a revolutionary new tax called the One Tax. Under the One Tax, all taxes would be eliminated and replaced with a single tax on bank withdrawals at a rate sufficient to run federal and state government. The One Tax would raise such high revenues that after two years it would enable the funding of Individual Prosperity Accounts that would end poverty by including all citizens in net economic activity.

PLACING MILITARY JUSTICE UNDER THE FEDERAL COURTS

It has been said that "military justice is to justice as military music is to music"-that is, atrocious. The military justice system is unjust, unfair, and biased in favor of the military. We should repeal the Uniform Code of Military Justice [UCMJ] and try all courts martial before the federal district court in the defendant's home state, with the defendant having available private legal counsel. It is an outrage that after volunteering to serve in the US military during a time of peace, Americans should then fall prey to a military justice system that fails to deliver substantial justice.

PREPARING FOR DISASTER FROM GLOBAL WARMING

If one assumes that global warming is a reality, then the threat posed by it is the melting of the polar ice caps, followed by dilution of the saline levels of the world's oceans, defeating the Gulf Stream, and resulting in a new Ice Age. Such a crisis was described by Bell and Strieber in The Coming Global Super Storm. Our national disaster planning, therefore, should focus on bringing coastal populations inland and up elevation during the melting phase and southward during the cooling phase. During the last Ice Age, the glaciers reached the southern Kansas border.

PRESERVING THE INTEGRITY
OF THE GLOBAL GENOME

There is growing evidence that foods made from "genetically modified organisms" [GMOs] are not digestible by humans. Similarly, genetic engineering done on behalf of the agricultural, petroleum, and textile sectors has created a new class of human disease involving infection by "organic nanobots" that are part microorganism and part robot. The United States should outlaw seed monopoly by multinational corporations like Monsanto and Cargill and call for a moratorium on GMOs and organic nanobots. The integrity of the global genome is at stake.    top - - ^

PRESERVING SOCIAL SECURITY
INTO THE FUTURE

Seen in its true light, the Social Security system is an insurance plan paid for by premiums deducted from the paychecks of the insured. In the past, the Social Security Trust Fund was raided to pay for welfare. This was wrong. Today, Social Security should not be used to pay down the national debt, especially when this debt was created by Wall Street bankers, not Social Security or Medicare. Social Security should be strengthened and expanded, not cut, privatized, or eliminated. Accordingly, we should enact the Social Security 2100 Act.

THE PRESIDENT REACHING OUT TO OTHER COUNTRIES

The United States is inarguably the world's only remaining super power, but in that very preeminence comes a measure of isolation. We should be a country that shows that it cares about and knows about the other countries of the world. The President should start a tradition of his office that upon being sworn in as president he sends a personal letter to every other head of state, asking for his or her honest assessment of what he or she views is good and bad about their relations with the United States and three suggestions for improving bilateral relations between his or her country and our own.

PROMOTING ECONOMIC
PROSPERITY FOR ALL HUMANS

In the 21st century, a consensus wiII emerge that we are 7 billion team members on a planetary spaceship - or we are nothing at all. The President should go before the UN and make the argument that if humanity cannot create a political economy in which all 7 billion of Earth's inhabitants are provided food, shelter, health care, education, and employment by right, then we do not deserve to venture out into the wider Cosmos at all. A prosperous planetary culture that does not allocate its resources to all of its citizens is an anti-civilization from which the Cosmos should be protected.    top - - ^

    PROMOTING EGG CONSUMPTION
AS A DEVELOPMENT TOOL

President Kennedy once observed that "The human mind is the ultimate resource." The most essential nutrient for fostering human intellectual performance is the protein found in egg whites, albumin. National literacy rates are directly correlated with national rates of daily per capita egg consumption. The President should launch a global development initiative based on promoting the production and consumption of eggs. The goal should be one egg per person per day. In this way, we will promote global development at the most fundamental level - individual mental performance.

PROMOTING GREATER
FREEDOM OF INFORMATION

The Freedom of Information Act [FOIA] has fostered transparency in government. The "national security exemption" of FOIA, however, has been exploited by the US government to maintain state secrecy about the most significant information. The President should sponsor a new FOIA in which ongoing concealment of information held secretly by the federal government would be permissible only where public revelation of the information would (I) violate "individual or group privacy" or (2) pose a "clear and present danger of immediate, ireparable harm."    top - - ^

PROMOTING LEADERSHIP BY INDIVIDUALS, NOT PARTIES

The Constitution does not provide for the political parties nor their sponsorship of candidates. Rather, it was founded upon an Athenian model of government in which the best members of society would govern. Partisan politics has caused American democracy to fail. The President should put before the American people a plebiscite to abolish the political parties and establish instead a more direct form of democracy based on the election of individuals. These leaders would represent only their constituents, their consciences, and the cause of ordered liberty.

PROMOTING RELIGIOUS TOLERANCE AT HOME

America was founded as a bastion of religious tolerance. That heritage is threatened by bigotry towards Muslims. There are 2 billion Muslims in the world. Only 200 million of them comprise the conservative to radical Jihadist faction that espouses the use of violence to advance Islam. Fully 1.8 billion are ordinary, God-fearing people who simply want to work, raise their children, and live in peaceful coexistence with their neighbors. We should not lose sight of the fact that most of America's 6.5 million Muslims are in the 90% faction for whom Islam is a religion of peace.

PROTECTING HUMAN BEINGS
IN THEIR ENVIRONMENT

There are 7 billion human beings on our planet and, as living organisms, human beings are among the most highly evolved, with the sensitivity that results from having elaborate brains and central nervous systems. Yet, the great missing piece of environmentalism is accounting for impacts on human beings in their environment. The National Environmental Policy Act [NEPA] should be modified so that Environmental Impact Statements [ElSs] consider the "significant impacts" of urban development not just on animals, vegetation, and habitat but also on human beings.

PROTECTING THE
"HUMAN BEINGS" OF THE SEA

Recently, India declared that dolphins are "non-human persons" and banned public shows involving dolphins. I have long held that what might be described as the "humanity" of dolphins be recognized under international law. There is much that we can do in this regard. Like India, the US can ban shows in which dolphins are exploited. The President, as Commander-In-Chief, can order the United States Navy to halt all oceanic technical activities that kill, injure, torture, or use dolphins as weapons-of-war. The US can boycott Japanese car sales until Japan steps the inhumane practice of killing dolphins.

PROTECTING THE INTEGRITY OF THE ELECTORAL PROCESS

The Black Box Voting Scandal revealed just how vulnerable America's voting system is to outright fraud. To protect the franchise of the American people to vote and have their votes counted accurately and to prevent fraud by those running, we should dispense with all forms of electronic voting - which can undermine the integrity of- election at the click of a mouse-and require the hand counting of paper ballots in all federal, state, and local elections across the land. To prevent fraud by those voting, a recognized identification card should be required at the polling place.    top - - ^

PROTECTING THE LEGALITY
OF SELF-RELIANCE

Self-reliance is a civic virtue, an  American tradition, and the first guarantor of national security. Yet we are living in a country where community gardens are being bulldozed by city edict and citizens are being jailed for impounding rainwater on their own property. The President should ask Congress to legalize all forms of self-reliant natural resource production, management, and distribution. In the event of a natural disaster or other disruption of the food and water provision system, the community garden and private water cistern will become the lifeline to community and hence national survival.

PROTECTING THE NATION'S
FORESTS FROM FIRE

A "let burn" policy is devastating America's forests. Forest fire fighting has become a business rather than a profession, with the net result that America's forests are being devastated by a fire-permissive policy. Unbelievably, the private companies retained to fight forest fires are paid based on how big the fire grows, which gives them a monetary incentive to spread and let burn fires that traditionally were stanched as close as possible to their time and place of origin. The Secretary of the Interior should carry out a major review of contemporary US forest fire fighting policy.

PROTECTING OUR ONLINE
PRIVACY FROM FEDERAL SPYING

The Fourth Amendment to the United States Constitution guarantees the right of American citizens to be secure in their persons. houses, papers, and effects from unreasonable searches and seizures. In 2000, Steve Kroft of 60 Minutes reported that Project Echelon was intercepting 90% of digital communications in the US and sorting them on a keyword basis at a 180-acre compound in rural Virginia. In 2013, Edward Snowden, a programmer for the CIA, revealed the existence of three similar spying operations by the CIA. This surveillance must end, for it violates the Fourth Amendment.

PROTECTING THE RIGHT TO NOT BE VACCINATED

For some Americans, getting vaccinated against disease is the desired choice. For others, however, vaccinations are deemed unsound and avoided as harbingers of disease. Mandatory vaccination is a violation of human rights and medical ethics. We should defend the right to refuse vaccinations on the grounds that the simple logic of the situation is that some people will choose natural immunity and forego vaccination as a threat to their health while others can still get vaccinated and protect themselves from being infected by those who are not vaccinated.    top - - ^

PROTECTING THE SASQUATCH SPECIES

Sasquatch exist. I know. I am the first US presidential candidate since Theodore Roosevelt to declare publicly that I have encountered Sasquatch. TR's encounter occurred when a Sasquatch was scared into his campsite one night when he was on his Great North American Ape Expedition. I encountered an adult male Sasquatch and his young son when I was camping at Lake Sacandaga in the Adirondacks in 1966. The Sasquatch have matrilineal DNA that is human and patrilineal DNA from an unknown primate. The President should protect the Sasquatch by putting them on the endangered species list.

PURSUING A TRULY DEFENSIVE
DEFENSE POLICY

The United States should adopt a defensive defense policy. We should end our endless wars overseas and both practice and promote the peaceful resolution of international conflicts. We should use military force only to defend America from attack and invasion; protect the free exercise of our legitimate activities overseas; and end violations by other countries and groups of abiding norms of civilized conduct, such as those prohibiting genocide, slavery, torture, and piracy on the high seas. Such a defense policy will restore our national reputation for goodwill.

RAISING THE MINIMUM WAGE
TO $15 AN HOUR

A person working 40 hours a week should not be forced to live in poverty. The bottom line is that this could only have happened because wages have not kept pace with inflation. Americans have not had a fundamental increase in their wages since 1972. During that time period, they have become 25% more productive. The net effect is that more billionaires have been created but the average American faces a situation of wage insecurity. Los Angeles and Seattle have raised the minimum wage to $15 an hour. We should do so nationally and begin paying a livable wage.

REDUCING THE TOXICITY
OF EVERYDAY LIVING

Americans live in a toxic soup of pollutants. There is much that we can do, however, to make everyday living in America less toxic. The President can ban chemtrails, thereby removing aluminum, barium, and strontium from the air. He can find ways to combat radioactivity, focusing first on Fukushima, and then the radioactivity leaking from America's defense plants. He can remove chlorine, which attacks male fertility and virility, from our public drinking water, and replace it with hydrogen peroxide. He can complete the ban on glycophosphates, ban Roundup, and break up Monsanto as a monopoly.    top - - ^

REFORMING THE CIA VIA
OPEN SOURCE INTELLIGENCE

The creation of the Central Intelligence Agency [CIA] in 1947 distorted our nation's culture and thwarted its destiny. Over time, it led to the emergence of a permanent, secret government operating outside the oversight of Congress and involved in fomenting wars and revolutions abroad and depriving citizens of their civil liberties at home. While the world is too complex and dangerous for us to abolish the CIA.  It can be reformed successfully by being transitioned to "open source intelligence," in which the CIA would become the nation's super-university.

REFORMING THE
ELECTORAL PROCESS

The American electoral process is a sacred trust but one that has been tarnished by defects ancient and modem. The Electoral College is a vestige of the horse-and-buggy era. It should be abolished via a constitutional amendment sponsored by the President that would replace the Electoral College with a system based on the popular vote itself. Similarly, the Black Box Voting Scandal revealed how the electoral process is vulnerable to cheating in the Digital Age. Votes for the President, the Senate, and the House should be cast via paper ballots counted by a neutral body assembled from the People.

REQUIRING THE POLICE TO
MONITOR THEIR MISCONDUCT

The militarization of the police, the abuse of anabolic steroids by the police, and a culture of violent movies and video games has led to an epidemic of violence by this generation of police. Since 9/11, an explosion of police brutality in America has risen to a Presidential level of significance. Presidential action is now needed to quell the wave of police violence. The President should seek Congressional legislation in which state and local police would be required to wear surveillance technology to protect citizens from the police. The public will be safer with the police filming their own actions.

RESOLVING BASIC
COSMOLOGICAL MYSTERIES

A true understanding of the Cosmos that we inhabit is the common heritage of humankind. Yet fundamental cosmic controversies persist. The President should declare a new International Geophysical Year and appoint a blue ribbon commission with subpoena power to investigate and resolve basic cosmological mysteries. These mysteries include whether the Earth is round or flat; whether the Earth is solid or hollow; whether NASA landed men on the Moon or hoaxed the lunar landings; and whether the Cosmos is natural and organic or artificial and holographic.

RESTORING THE DIGNITY
OF THE PRESIDENCY

When one considers the great men who have served as President­including Washington, Jefferson, Lincoln, the Roosevelts, Kennedy, and Reagan - one is struck by the dignity that can be brought to the Presidency. Presidents Clinton and Obama diminished this dignity by appearing on late night talk shows, as if Comedian-in-Chief. The next President should reestablish the dignity of the presidency. The President is a public servant, not a celebrity, and the cult of personality that now surrounds the President is not a good thing. Let the President evince the dignity that his high office deserves.

REVEALING THE ET PRESENCE ON EARTH

The right to know the true natural history of the Cosmos that we inhabit is the common heritage of humankind. However, concealment by the US government of the extraterrestrial situation has come to symbolize how the US government conceals the truth from the American people. The President should end the ET cover-up in a live, televised address to the American people that would include the number and types of ET species visiting Earth, the hidden history of US government interaction with the ET visitors, and the nature and extent of the ET-human liaison projects that resulted from contact.

SAVING OUR FOOD
SECURITY FROM DROUGHT

The Central Valley of California is the most productive agricultural region in the world. It produces 25% of America's fruit and nut crop and 40% of our table vegetables. This bounty will be lost if the California drought persists. California also has more people than all states west of the Mississippi combined. Its huge population needs water to survive. We should launch a crash program to irrigate California by building a series of desalination plants along its coast to bring water to the Central Valley and California's citizens, If we do not do this. then food prices may double by 2020.

SEARCHING FOR THE MISSING TRILLIONS

On September 10, 2001 -the day before 9/11 - then-Secretary of Defense Donald Rumsfeld held a press conference and announced that $2.3 trillion was missing from the Pentagon budget. The missile that struck the Pentagon the next day, 9/11, then destroyed the Naval intelligence unit that was investigating what happened to this vast sum. Presidents Bush and Obama failed subsequently to inform the American people what happened to these funds. This was real money - $2.3 trillion is $2.300,000,000,000. The President should launch a search for this money that belongs to the American people.

SECURING THE US GRID FROM AN EMP EVENT

Whether natural in origin or the result of an attack by a foreign power or terrorist group, an "electro-magnetic pulse" [EMP] event could knock out America's power grid and return us suddenly to a 1776 level of existence. The resulting disaster could last four to five years. It would cost only $2 billion, however, to retrofit the American power grid to protect us from such an event. This is a small price to pay to prevent a national catastrophe of this magnitude. The President should allocate $2 billion from the US defense budget to secure the American power grid from an EMP event.

SHARING POWER WITH THE SOUTHERN HEMISPHERE

After World War II, the United States, Britain, France, the former USSR, and China were made permanent members of the United Nations Security Council. This made sense at the time, because at the time these were the most powerful nations in the world. The defect in this arrangement, however, was that the nations of the Southern Hemisphere were excluded from sharing power in the UN. The President should propose that as representatives of the Southern Hemisphere, Australia, Brazil, South Africa, and India be admitted to the UN Security Council.    top - - ^

SUBSIDIZING THE
PRIMARY CAREGIVER

The aging of American society has led to the plight of primary caregivers of terminal patients, who are often driven into the ground physically, emotionally, and financially caring for dying loved ones. We should sponsor legislation to create a federal subsidy program for family members who serve as primary caregivers. This will allow terminal patients to cope with their illness and death in a loving and familiar environment, their own homes. It will also open up hospital beds for acute care patients, which in an aging society are often in short supply.

TAKING EDUCATION DIGITAL IN A BIG WAY

The Digital Revolution holds the key to the innovation of education in America. Today, many advanced degrees, including Ph.D. and Master degrees, can be earned via distance learning programs that are attended online. At the K-12 level, access to modern, relevant textbooks has always been the bane to learning, especially for poor, inner-city pupils. The Department of Education should focus on working with textbook publishers to produce ebooks of major textbooks. When major textbooks are electronic, the cost to school districts will be reduced substantially.

URGING AMERICAN BILLIONAIRES
TO TAKE AMERICA SOLAR

In a previous era, America's most wealthy families, including the Carnegies, the Mellons, and the Rockefellers, gave vast sums of money to charity. Today's billionaires show no such philanthropy. The President should summon America's billionaires to the White House and urge them to finance a bold, new national project retrofitting America's roads and highways with solar energy technology. This will guarantee the residential energy supply, help make our country independent from foreign sources of oil, and free us from the foreign wars that are necessary to secure the supply of that foreign oil.

WAGING PEACE AS AN ANTIDOTE TO WAR

In the 20th century, peace was achieved through strength. The result was that one Trident submarine holds the destructive potential of a Hiroshima blast being detonated every day for 13 years. In the 21st century, America should pursue strength through peace. Fully 59% of our federal budget is spent on defense. We spend more on defense than the next eight countries combined. We should cut our nation's defense budget in half and invest in such aspects of the peace economy as making peace. ending poverty, promoting education, and curing disease.

WAGING WAR ON ADDICTION,
NOT ON DRUGS

The war on drugs cannot be won because addiction is the enemy. The President should end the war on drugs and ask Congress to decriminalize the sale and use of narcotics. The United States should establish a new drug policy based on the Portuguese model, in which addiction to narcotics is treated as a medical matter rather than a legal one. The President should issue a second Emancipation Proclamation freeing all nonviolent drug offenders from prison following review conferences held between the Justice Department and state and local prosecutors.
