David, your story is incredible. If you would write it up as simply as you can, I'd like to post that on my web site, I can do it with or with out mentioning your name or state.
I connect with many people who have superior or deeper knowledge then I have. As you learn, you can learn from them, and they may help you.
I try to show you the SIMPLEST way that I see things.
I have a $ 1 million judgment on me and my home was sold 12 months ago. I am not afraid, not even uneasy.
I think all this stuff they do is a bluff, and I am not caving in.
I try to organize words and thoughts and put them on my web site. I have more info here on my computer to share, as I find a way to share it.

If you write to a judge, court, Atty. General or anyone, always address with the states spelled out and no zip (see other rules on /t/mail.)
Write to the living man, from you the living man.
Make your statements or claims, as affidavit or better as an asseveration (I have a master form)
State what you think that they must rebut, in fact, evidence and law or your statement stands. Also state your conclusion of they don't rebut..
Example: You were a participant in the unlawful search of my home, and if not refuted, you owe me $ 5,000 according to my published price sheet that I sent you 1 year ago.
I think they can only write back to you as:
Ted, Charleston WV 25314
They cannot, have no jurisdiction, to write to
Ted, Charleston, West Virginia
I tell them in my letter/ asseveration, to respond to
Ted E.., Charleston West Virginia and that I will not accept any variations of my temporary mailing location.
So if I see a letter from any one (that seems to have legal or financial implications), I may open the letter and copy it, but I return it within 3 days, with a paragraph inside, according to UCC 2-201 - return to cancel or not accept a contract offer.

Remedy to avoid If anyone stops you or tries to talk to you,
# 5 is a page of questions to ask them. It would be good to have a (digital) voice recorder with you always, to record any encounter.
I think if you are stopped, just give that questionnaire to the one asking questions (police).
They must complete, sign and return that form before you can respond in any way.
They will not have all their info, so they have to go back to their office.
You don't give them either a name, nor an address, so they don't know how to get that completed form back to you. Drive on.

They are broken and have no authority over living men.
We are not in question, they are in question. that is how I plan to stop them from doing anything.
My simple conclusion is that all they try to-do involves our submission, consent or tacit approval.

Figure out what you want, your standing, your claim. Give it to them by mail (superior to personal service, phone or in person).
Mail is the highest court in the world.
So give notice, write a will, stating you are living man, be responsible for your actions and include a price sheet for any who trespass on your rights.
Any stop by police, jail time, court appearance, these are all forced on you, so they owe you a fee (If you gave them notice before hand).
Your security is to give them notice BEFORE you have an event; arrest, hearing, fine, bill.

We have already won, we only need to become aware of the facts, study to understand them, and then give notice to all around us, so that we are exempt from what they try to do, presume on us.

A guy in Los Angeles, with very little knowledge just said in court that he would not consent to any contract.
The the next court case, that guy said the same, so ...
The judge shooed everyone out of the court room, dismissed the entire case and closed the court for the day.
They were trying to charge David $ 1,300. He was caught with no license tags, no
insurance and no driver's license,
but in court he just said,
I do not consent !
All his charges were dropped.
All US law is voluntary, but most don't know.

You can travel (by guiding or steering a car, bike, cycle, truck anywhere without restriction as long as you are not engaged in commerce.
