These are my ideas from experience. I offer no law cites to confirm this.
Jurisdiction is NOT ESTABLISHED on how you write your name or address / mailing location.
We can write to each other, to family & friends, with zip codes & or ALL CAPITAL NAMES,
We are not trying to contract with each other.
Jurisdiction is NOT established when a letter goes out.
It is established when a letter is received and accepted, or retained more than 3 days, or 72 hours..
To accept mail with a ALL CAPITAL NAME, or 2 letter state or zip code is to
concede, accept, step into 64 million UNITED STATES Corporate Codes,
You may address to judge, attorney, postmaster in many forms.
If you say
Style # 1
in the corporate world to fictions.

I add these words above address:
General Post-office, zip exempt, non domestic.
You are writing to the living man. He is the one harming or trying to affect you.
His corporate office has immunity.
You are entering the corporate world of jurisdiction.

For you to avoid an entanglement with their corporate world, codes, regulation.
NEVER accept mail that is addressed in style # 1
Don't tell them how to write to you. YOU are inviting them to deal with, rule over you.
If they wrote in style # 2, I might accept their letter
but I am certain that no public official can or would write to you in style # 2.
So even if they want to write to you or rebut you, they cannot address in a format that you would accept.
So you are insolated from them if you stand on common law knowledge.
If you receive any letter in any form, you may return it without comment to whom ever sent it
to avoid any contract acceptance, or obligation.
If you ask any public official for anything, you are asking, like a beggar, you are under their control.
You should be acting as king, not asking.
You make statements to them.
Your statements stand as truth in law & commerce unless rebutted, point by point, completely and in 30 day time frame.
We can live outside of their jurisdiction or control.
but one mis step and we enter and are bound by all their codes, statues, regulations and the full force of their police, jail, courts, fines.
I say, Stay out of their jurisdiction, and never accept any mail or service item from whom ever you have not already contracted with.
If you are in a contract with DMV, court, state, cancel or rescind those contracts.
There are many reasons & many ways to cancel contracts.
All claims or law start with notice.
which start as a letter, an affidavit sent to them,
and or is recorded in public at the court house, and or run in the newspaper, legal notice.
You do not have to address as the US POSTAL SERVICE suggests.
They are obligated to deliver first class mail at 2 ¢ per 1/2 ounce to any complete mail location like:
A post man only needs a delivery address, a # & street , a city & state like this:
2 River St.
Johnson City.
Kentucky.
or this
2 River St.
[ 33876 ].
If you use a zip code, then you don't need to use a city, state.
If you use a unique 5+4 or 9 digit zip code, then you don't need to use a # Sreet like 124 Maple St.
[ 33876-5391 ].
If it is an apartment or large home or building, the people there have the obligation to further deliver the mail
if it notes an apartment, a name, or box number.
The post man only has to deliver to the physical address/ mail location.
