I sent some Federal Prisoners a letter at bottom below, and included a post card they could mail back to me.

Here is Patrick's response.

You can mail to and get mail from prisoners without any postage fee, according to this cite of law.

We did it.  26 May 2020.

 

   

   

 

 

Below is the letter that I wrote to this man.

This is your pen pal Ted.
Mail means mail, posts & parcels.

Work with me as I learn ways to send mail.  You may also learn.

According to the UPC regulations noted on this card, you and I can mail to each other for free postage.

Everyone handling mail is bound by codes, regulations, rules; 23 or so USC, uSA Statues at Large, &  UPU.  I listed some regulations in former mail.

Should anyone obstruct, delay, deface, destroy or mismanage any mail, they would be subject to fines, jail & more.

Some prisoners have started corresponding with me. I try to answer each letter and or I try to send you something of interest.

You are important to Yahweh (God) & me.  I have limited time & funds, but I am learning much from you and of your life there.

I especially thank those of you who have decided to write to me.

Please write your name & city on the black of the attached postcard.  Cut it off and mail it back to me, postage free.

Include any note you'd like to send.

Suggestion:  Always put     General Post Office above any address. (I forgot on this one.)

Other people, postmen, police, even judges do not know all the laws, codes & regulations.

If you find & understand existing laws, codes, statues, you can make others obey them,

but it may take several trials and patience.

I continue to mail to everyone, President of our nation, Presidents of major universities, all W. Va. college presidents, W. Va. School Board Members and School Superintended of the state & counties, NASA, legislators, friends, classmates, work associates.

ANyone can do 2 ¢ or free mail when they learn how and when they persist to make it true for them.

I have mailed about 25,075 pieces of mail like this.

And free mail, free postages, packages, certified and even registered, and to other countries.
